Welcome to the Northern Tier Rural Planning Organization (Northern Tier RPO), the transportation
planning division of the NTRPDC.

At the heart of transportation planning and development for the five counties of Bradford, Sullivan, Susquehanna, Tioga, and Wyoming in Pennsylvania, lies the Northern Tier RPO. Our focus is to address the unique transportation needs of our rural communities, ensuring that voices are heard, and concerns are addressed during the transportation planning processes.

The Northern Tier PRO is a regional organization that serves as a bridge between local governments, transportation agencies, and the communities.
